"The connection attempt failed because your computer and the remote computer could not agree on PPP control protocols". (error 720)
This usually means that the Poin-to-Point protocol (PPP) settings on your computer and the remote computer do not match. Hence can not establish a connection.
Here are few suggestions,
1. First of all make sure that the lights in the front of the modem are solid green lights. If they are not, could mean that the driver was not properly installed.
2. Make sure that the driver is installed properly with the following settings,
WAN type configuration PPPoE or PPPoA
Encapsulation method: LLC
Authentication method: CHAP.
Modulation mode: G.dmt
VPI = 8 VCI = 35
3. Make sure you have the right driver for your operating system. Note that there could be different drivers for WIN 95, 98SE, ME, NT, 2000, XP. Check netcomm web site.
If possible try on two different PCs to eliminate any possible setting problems with the PC itself.

How'd the fix go? Did it work? I just bought this modem also. How do you find it?
